The 4th ICAO World Aviation Forum was held in Fortaleza, Brazil from 17 to 19 September, 2018 with participation from over 60 ICAO Member States. Also present were relevant international organizations and corporations from public and private sectors, including the Brazilian Transport Minister, the President of the ICAO Council, amongst other leaders and executives representing global and regional civil aviation.
The Forum’s main objective is to promote investment for aviation development, with emphasis on the context of mid-term and long term efforts in the Central and South American regions. Following the review, the States and relevant stakeholders adopted a "Declaration to Promote Connectivity through the Development and Sustainability of Air Transport in the Pan-American Region - Vision 2020-2035".

Mr. Shinji Matsui, Representative of Japan on the Council of ICAO, contributed to the Forum through engaged discussions, stemming from Japan's background framework and experiences in assisting the sustainable development of African economies. Fostering cross-regional and cross-sectoral networking opportunities encompassing both public and private cooperation, the Forum serves as a platform for the exchange of good practices, leading to possible solutions to achieve the sustainable development of civil aviation infrastructure and its human resources.
