Election Results for the President of the ICAO Council

On November 26th, 2025, Mr. ONUMA Toshiyuki, Ambassador Extraordinary and Plenipotentiary of Japan to the International Civil Aviation Organization (ICAO), was elected President of the ICAO Council.

The election of a Council President from the Asia-Pacific region marks a historic first in the nearly 80-year history of ICAO, making his appointment a momentous milestone for the organization. From the perspective of enhancing Japan’s presence in terms of rule-making in the international community, it is significant that Japanese personnel play an active role as heads of international organizations.
 
Under the leadership of Mr. Onuma as the incoming President, the Delegation of Japan to ICAO will continue to actively contribute to the work of the ICAO Council, thereby supporting the development and implementation of international standards in the field of international civil aviation.

Upon the selection as the President-elect of the ICAO Council


I would like to express my sincere gratitude to the people of Japan for their support over the past two years, beginning with the official announcement of my candidacy for the Presidential election. I regard this selection as a reflection not only of the world’s expectations for Japan, but also of the trust placed in me.

As the challenges facing international aviation continue to grow more complex, whether related to safety, the environment or other emerging issues, it will be a challenging task for me to bring together the perspectives of countries with diverse positions as the President of the Council of ICAO.

To overcome this, I would like to request continued and strengthened contributions from both the public and private sectors in Japan, in all aspects of technology, finance, and human resources.
