Submission of Candidacy of Mr. ONUMA Toshiyuki, Ambassador Extraordinary and Plenipotentiary of Japan, Permanent Representative of Japan to the International Civil Aviation Organization (ICAO) for the Election of the Council President of the ICAO

  1. The Government of Japan had decided on 16 January 2024 to nominate Mr. ONUMA Toshiyuki, then Deputy Director-General of the Civil Aviation Bureau, Ministry of Land, Infrastructure, Transport and Tourism (MLIT), as a candidate for the election of the International Civil Aviation Organization (ICAO) scheduled for November this year.

    On March 27 this year, the ICAO Secretariat issued a notice announcing the opening of nominations. On the following day, Mr. NAKANO Hiromasa, Minister of Land, Infrastructure, Transport and Tourism, submitted a letter addressed to Mr. Juan Carlos Salazar, Secretary General of the ICAO, for nominating Mr. ONUMA as Japanese candidate, which was accepted by the ICAO Secretariat.
  2. Mr. ONUMA was appointed as Ambassador Extraordinary and Plenipotentiary of Japan in December last year and is currently working as Permanent Representative of Japan to the ICAO in Montreal, Canada, where the ICAO headquarters is located.

    Mr. ONUMA's extensive experience and leadership to date have been highly evaluated by the international community, and Japan believes that he is the most qualified candidate for the next Council President of the ICAO.

    The Government of Japan continues to make best efforts to obtain supports from other countries for Mr. ONUMA’s successful election.
