Summary of 13th Air Navigation Conference

   The Thirteenth meeting of the Air Navigation Conference (AN-Conf/13) was opened by the President of the Council, Dr. Olumuyiwa Benard Aliu, on the 9th of October, 2018 at the Headquarters of the International Civil Aviation Organization (ICAO) in Montréal, Canada. Dr. Fang Liu, Secretary General, addressed the many Conference delegates and the President of the Air Navigation Commission, Mr. Claude Hurley, played a prominent role in the leadership and direction of the Conference. Approximately 1,213 members and observers attended AN-Conf/13, as nominated by 116 Member States and 37 international organizations. Additionally present were several advisers and others, who earnestly discussed the technical issues of Air Navigation and Aviation Safety until the closing Plenary on date on the 19th of October.
 
   Japan submitted 18 Working Papers (including Information Papers) to the Conference, and contributed to productive discussions, both in the Air Navigation field and in the Aviation Safety. In particular, the Japan Civil Aviation Bureau (JCAB) took the initiative to highlight the concern on the issue of objects falling off aircraft, an emerging risk to the international civil aviation community. The JCAB proposed to the ICAO innovative counter measures to combat such present and future threats. This proposal was broadly supported by many States, and finally incorporated as part of recommendations by the Conference for further review in ICAO.
